REPowerEU 2023: the inclusion of energy measures in the NRP

REPowerEU is the plan that the European Union approved in May 2022 after Russia’s invasion of Ukraine, with the aim of emancipating itself from Russian fossil fuel sources within five years.

In reality, this plan also stems from a desire to rapidly reduce dependence on Russia, accelerate the green transition and increase the EU’s energy savings.

As much as EUR 300 billion in grants, funding and loans have been allocated to achieve these goals.

What are the main actions of the REPowerEU plan

The REPowerEU plan consists of a number of main actions:

  • energy savings, with the aim of increasing energy efficiency from 9% to 13% in the context of the ‘Fit for 55’ package
  • the diversification of supply, with the creation of an ‘EU Energy Platform’
  • replacing fossil fuels with renewables, with a plan to increase the use of solar energy and multiply hydrogen production
  • combining investments and reforms in a targeted and intelligent manner,

Specifically, the programme launched by the European Union envisages two levels of measures:

  • short-term, to be implemented immediately, such as the implementation of solar and wind energy projects and the spread of renewable hydrogen
  • in the medium to long term, such as the strengthening of industrial decarbonisation and a regulatory framework for the use of hydrogen as an energy source

But it does not end there. One of the planned measures concerns the realisation of the EU Energy Platform, i.e. a platform aimed at pooling gas demand and coordinating the use of import, storage and transport infrastructures.

Finally, in view of the development of renewable energy sources, the EU Solar Strategy, which aims at the use of photovoltaic roofs, is fundamental.

Well, the REPowerEU plan introduces the compulsory installation of these:

  • by 2026 on the roofs of new commercial and public buildings with an area of more than 250 m2
  • by 2029 on all new residential buildings

REPowerEU 2023: the plan changes

On 14 February 2023, the Council of the European Union approved amendments to the REPowerEU plan.

In particular, it granted the inclusion of chapters dedicated to the REPowerEU plan within the Recovery and Resilience Plans (RRF).

In a nutshell, EU Member States are allowed to include a chapter dedicated to the REPowerEU in their RRFs, in order to channel investments in this direction and consequently implement the necessary reforms to reach the targets by 2030. The deadline for including the changes is 31 August 2023.

Finally, an additional EUR 20 billion in subsidies will be available to finance the investments and reforms coming from the auctioning of ETS allowances.
