The decree for the financing of hydrogen fuelling systems has been published

On 25 October, the Ministerial Decree for the financing of hydrogen fuelling systems was published in the Official Gazette.

With this decree, the Ministry of Infrastructure and Sustainable Mobility (MIMS) defined the guidelines for implementing the ‘experimentation of the use of hydrogen in road transport’.
This is an experiment envisaged by the PNRR (National Recovery and Resilience Plan).
Specifically, the decree has allocated 230 million euros.

The purpose of this investment is to carry out a hydrogen experiment for road transport through the development of at least 40 hydrogen refuelling stations for light and heavy vehicles by 30 June 2026.

The Decree’s priority areas for financing hydrogen refuelling systems

The Decree also defines the areas in which the resources are allocated.
In fact, 40 per cent of the total amount is earmarked for financing interventions to be implemented in the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardegna, and Sicilia, taking into account ‘the actual existence of demand’.

Furthermore, Article 3 outlines the ‘criteria for the location of refuelling stations and for the selection of project proposals’.
In general, for the location of hydrogen fuelling stations, priority is given to strategic areas for heavy road transport.

Specifically, these are the areas close to inland terminals and the most densely crossed routes for long-haul freight transport and local and/or regional public transport services with hydrogen-powered vehicles.

In particular, priority will be given to the following areas for the location of stations:

  • the Brenner road axis in a north-south direction as far as the Po Valley, and adjacent transport infrastructure;
  • the east-west corridor from Turin to Trieste and its contiguous transport infrastructure;
  • the trans-European transport network (TEN-T) corridors and cross-border points;
  • the territorial scope of local and/or regional public transport services with hydrogen powered rolling stock;
  • the scope of hydrogen valleys and related transport infrastructure.

What the publication of the decree for the financing of hydrogen fuelling systems entails

The publication of the decree for the financing of refuelling plants offers a concrete tool to contribute to the development and spread of hydrogen vehicles in Italy.
In fact, the decree itself highlights how the allocated investment also aims to promote, through this experimentation, the development of the production and use of hydrogen to contribute to climate change mitigation.
