New perspectives for hydrogen in 2025

The year 2025 promises to be an important year for the development of hydrogen in Italy. In this sense, the National Hydrogen Strategy, produced by the Ministry for the Environment and Energy Security (MASE) and presented in Rome last November, represents a milestone for the sector.

The document provides the basic guidelines for institutions and companies to work in synergy to achieve the decarbonisation targets set out in the National Integrated Energy and Climate Plan (NIPEC) to 2030 and Net Zero to 2050.

However, the entire hydrogen supply chain will also face a number of difficulties due to both the unstable geopolitical context and the challenges related to the implementation of the National Recovery and Resilience Plan (NRP).

Specifically, the sector’s development prospects for 2025 encompass several aspects:

Towards the implementation of the National Hydrogen Strategy

According to the National Hydrogen Strategy presented by the MASE, the design that Italy intends to adopt for the decarbonisation of consumption envisages a number of instruments, including the use of renewable and low-carbon hydrogen.

In 2025, the main focus will be on the operational implementation of this document, with particular attention to the definition of the operational rules for the application of the Decree on Tariffs (OPEX), to ensure clear rules and encourage the launch of new initiatives.

Unblocking of NRP projects and extension of deadlines

The National Recovery and Resilience Plan (NRP) remains a key driver for the development of hydrogen-related projects. The difficulties encountered in the implementation of the plan, however, call for a review of the timeline, with the aim of obtaining an extension beyond the target date of June 2026. In 2025, the focus will be on creating optimal conditions to accelerate the completion of current initiatives and attract additional resources.

Technical support and regulatory simplification

In order to overcome economic, regulatory and authorisation barriers, it is essential to strengthen advisory services and dedicated working tables. With this in mind, the Italian Hydrogen Association H2IT and the companies involved will focus on the definition of guidelines and best practices, supporting operators in the process of adapting to the standards required by the market and institutions.

Financial support for companies

Financial support and regional, national and European calls will play a key role in promoting hydrogen innovation. During 2025, it will be important to intensify guidance and mentoring services, especially for SMEs, with the aim of facilitating access to the funds needed to implement projects capable of affecting the energy transition.

Training and dissemination

The H2IT association plans to start a collaboration with the Ministry of Education, with the aim of spreading the hydrogen culture to a wider audience, starting with schools.
Dissemination and communication activities towards citizens will also be intensified, with the creation of special information content aimed at increasing awareness of the advantages and prospects of this energy vector.

Fairs and events of international importance

In 2025, Italy will strengthen its position on the international hydrogen scene through participation in reference events for the sector, such as Hydrogen Expo in Piacenza, KEY Energy in Rimini and other international fairs. These events represent an important opportunity to promote excellence in the sector and forge strategic partnerships.
